The Public Art Committee of Johnson City, TN is seeking qualifications from artists or art teams for the commission of a painted mural or painted mural/mosaic to be located on Legion Street in downtown Johnson City.

SUBMISSION DEADLINE: April 7, 2022 by 4:00 p.m. (Eastern Time)
ELIGIBILITY: This opportunity is open to all professional artists over the age of 18. Applicants must reside within the United States.
BUDGET: Up to three finalists will be selected to develop design concepts for this project. The total project budget for the selected commission is dependent upon the media used in the mural installation. The budget for a painted mural is $22,000, and the budget for a painted mural combined with mosaic elements is $31,500. The painted mural combined with mosaic elements should include at least 50 square feet of mosaic. Each finalist will be paid a $500 honorarium for his/her design. The selected artist(s) will be paid $20,500 (painted) or $30,000 (paint and mosaic) for the commissioned work.
The three finalists will be required to present their proposals to the Selection Committee either in person or via Zoom. Those presenting in person will be reimbursed for travel expenses (airfare, car rental, etc.). The selected artist(s) will be responsible for own travel costs, materials, housing, and personal liability insurance when installing the mural.
PROJECT DESCRIPTION: This mural project may take on one of two forms depending upon the capabilities and resources of the selected artist. It was originally envisioned as a mixed media project with a combination of painted and mosaic elements, but the addition of the mosaic elements is not required. The mural budget is dependent upon the media used in the installation (more details in the “Budget” section above). If mosaic elements are incorporated, the mosaic should cover at least 50 square feet of the wall surface. Any mosaic additions are not required to be contiguous; they may be scattered throughout the mural, confined to one portion, etc. The remaining sections of the wall that do not include mosaic elements should be painted. Alternatively, the entire mural may be installed using paint only.
Given that the site is close in proximity to areas that engage residents and visitors around social activities and recreation, some potential themes for this project are play, summertime, and quench. However, the project theme is undefined, and artists may suggest alternative themes.
INSTALLATION DATE: Installation of the mural will be scheduled in consultation with the selected artist. The preferred installation period is June 2022.
